DeepSeek V4 and China’s Real AI Goal… For Now

It looks like the DeepSeek moment can only happen once.

When DeepSeek burst onto the scene, it generated the kind of shockwave that forces everyone to stop and pay attention. It looked like a dramatic Chinese leap toward the AI frontier. It also fit neatly into a larger story about China’s ability to defy pressure and keep closing the tech gap with the United States.

It is in this context that the release of DeepSeek V4 is instructive of how China plays the Great Power Competition game. DeepSeek V4 is important not because it repeated that moment. But because of what it says about Beijing’s core aim to shed dependencies. 

On April 24, DeepSeek released V4 as a preview, not a polished, splashy launch. Splash it was not. From the perspective of closing the gap with OpenAI or Google, its performance looked underwhelming. If one judged it only by whether it was clearly leapfrogging local, much less global competitors, it would be hard to call it a breakthrough.

The real story, however, is not the quality of performance of the model. It is the ecosystem taking shape around it.

DeepSeek introduced two open-source versions, V4-Pro and V4-Flash. On the same day, Huawei announced support for V4 on its Ascend chips. That is the signal. This was not only a model release. It was a marker that China is building its own AI stack, from chips to models to deployment, that can function on domestic infrastructure.

This is where Beijing’s benchmark has quietly shifted. If you read Chinese reporting carefully, the goal is no longer only to prove that a Chinese lab can match the very best American frontier models, benchmark by benchmark. The goal is increasingly to ensure that China can train, optimize, and deploy advanced AI systems on a domestic compute stack, under tightening external constraints, without being cut off. That is a different ambition. Less dramatic, perhaps. But more strategic. It is less exciting in the short term but has great potential relevance and value in the long term.

The V4 architectural changes seem designed to extract more from limited compute. Its open-source approach gives other Chinese labs something equally valuable: a playbook for working under the same constraints, address the questions of:

  • How do you train when access to advanced GPUs is limited? 
  • How do you optimize when visibility into frontier backend developments in the U.S. ecosystem is reduced?
  • How do you deploy at scale when dependence itself has become the strategic vulnerability?

That is the deeper significance of this release. DeepSeek is also interesting because it did not begin as a typical Chinese company. It emerged from High-Flyer, an AI-driven quantitative hedge fund. The culture was relatively horizontal, more reminiscent of a Silicon Valley lab than a state-linked enterprise. Anyone could make suggestions regardless of their title or experience. If they were on the team, they would be listened to and heard. As a hedge fund that invested in AI to improve its quantitative investment capabilities, the company operated effectively under Beijing’s radar.

However, after that seemingly out of the blue ‘DeepSeek Moment’, High-Flyer’s relationship with Beijing inevitably shifted. As the new poster child for Chinese cutting edge innovation success, DeepSeek moved from being a tool inside an AI-driven financial firm to becoming the central business. Once that happened, the space for operating on its own terms likely narrowed. The embedded Party Secretary of the company, required for every organization over 4 people, likely became more involved.

This may help explain why DeepSeek is now reportedly seeking outside funding after resisting it for so long. That suggests that the old internal funding model is no longer sufficient, or not possible. And it raises a larger question: once tighter state integration begins, what is the impact on innovation?

That is one of the most important open questions around V4. Why did performance appear weaker than expected? Is it because domestic chips still impose real limitations? Or is it due to reduced access to frontier U.S. model development? Could it be because deeper state integration changes the internal conditions under which innovation happens?

Most likely, it is all three. And yet, even if that is true, V4 still marks progress from Beijing’s perspective. Just not the kind many outside observers are looking for. This release was less about proving that China is about to overtake the United States at the frontier. It was more about what is ultimately more consequential for Beijing: the construction of an independent AI system.

That means domestic chips. Domestic models. Domestic deployment. Domestic workarounds. Domestic redundancy. In other words, this is about resilience.

The first DeepSeek moment was dramatic because it represented a sudden leap. V4 matters for the opposite reason. It suggests that China may be settling into a more strategic phase of AI development, one less focused on spectacle and more on making sure the country cannot be technologically blocked. That does not mean that closing the gap with the United States is not a priority. It is. But for now, the focus is less about trying to catch up and more about making sure China can’t be cut off.
